Case Details



The complainant has alleged that the victims of cyclone Phailin in Jajpur, Ganjam, Puri & Balasore districts of Odisha are in a pathetic condition. It has been stated the public authorities have failed to conduct effective relief and rehabilitation in the affected areas. Similar complaints have also been received from Radhakanta Tripathy, Sangita Swain and Akhand and all the cases have been tagged together. Vide proceeding dated 20.02.2014, the Commission considered the report from the Collector and the District Magistrate, Jajpur giving details of the pre and post relief measures undertaken by the District Administration for the cyclonic and flood affected people and a copy of the report was sent to each of the complainants for their comments. Vide proceeding dated 23.07.2014, the Commission considered the complainant's comments stating that the reports are incomplete. One of the complainant has alleged that the report is only about District Jajpur, whereas, 17 Districts had been affected by cyclone Phailin. Another complainant has submitted that the reports are silent about the price hike of essential commodities during cyclone Phailin. The Commission also considered a further report from District Collector, Bhadrak; from District Collector, Puri and a communication from the Deputy Relief Commissioner and Ex-Officer Deputy Secretary, Revenue and Disaster Management Department, Special Relief enclosing a report from District Collector, Khurda along with the reports already submitted. The copies of the aforesaid reports were sent to each of the complainants for their comments. The complainant has not submitted their comments. The Commission has considered the report from the Collector and the District Magistrate, Jajpur giving details of the pre and post relief measures undertaken by the State authorities. The Deputy Secretary, Revenue and Disaster Management Department, Special Relief had also submitted the steps taken by the State Government for details of the pre and post relief measures undertaken by the District Administration for the cyclonic and flood affected people. The complainants have not submitted their comments on the reports sent to them. In view of the aforesaid circumstances, no further intervention by the Commission is required. The case is closed.
